 North County Baseball League

Rules for 2011 Playing Season

Agreement of Rules:

           

All leagues will follow the current rules of Pony Baseball, unless stated in writing prior to the start of the new season, and voted by a majority of the representatives who are present, and accepted into the league.  All players must be within proper age group as of May 1 cutoff.

 

Discrimination Policy:

 

            The North County Baseball League will not discriminate based on race, color, religion, sex, handicap, familial status, or national origin, or any intention to make any such preference or limitations.

 

Purpose of the Organization:

 

            To all leagues that fall short of teams needed to play in house baseball, and to insure all members in good standing a place to offer there registered players the full opportunity to play and participate in the sport of youth Baseball for upcoming season.

 

Approved Rules for 2011 Season

 

Pitching:

 

A.    Once a pitcher is removed from the mound he cannot come back into the pitching position during the remainder of that game.  Starting pitcher may be        allowed to play any other position in the field, but said player must remain in the same batting order placed at the start of the game.

B.     Number of innings pitcher can pitch: 10 & Under three (3) innings per day, then he/she must have 40 hours rest, may pitch a total of eight (8) innings per week. 12 & Under and 14 & Under may pitch 7 innings per day, 10 innings per week. However if he/she pitches in 4 or more innings in one (1) day, they must have 40 hours rest. 40 Hours rest to be one (1) day between games.

C.    Each pitcher in the 12 & Under will receive one(1) warning for bulks until May 19, 2011.

  

Batting:    

 

A.    Batting only nine players.  This means that at the start of any game, when the Manager or his Coach gives the lineup to the opposing Manager, he or she will inform them of the choice to bat only nine players during the game.  The team batting only nine must bring in all the remaining players and allow them to play a Minimum of 3 defensive innings and bat at least once per game.

B.     Batting the whole team.  (Mandatory in 10 & Under). Unlike batting nine in a lineup, the Manager or Coach who may choose this way has the options during the game to make free substitutes through out the length of the game.  (Note) substitutions do not have to be told to the opposing Manager, Coach or Scorekeeper.  Any player who comes late to a game must be placed at the bottom of the lineup.  Any player during a game who cannot come to the plate to bat will be recorded as an out (every time) and this spot in the lineup will not be filled by any other player during the game as with batting only nine (except in 10 & Under).  All players must play a minimum of 3 defensive innings and bat at least once per game.

C.     Teams in 10 & Under may start with 8 players and finish with 8 players. Teams in 12 & Under and 14 & Under must start with 9 players but may finish with 8 players.

D.    Designated hitters are not allowed in North County Baseball.        .

E.     Courtesy runners, as agreed upon, no courtesy runner will be used during the game unless in the case of an injured player.  The last out prior to the injury if not on the bases will be the runner for the injured player in question.  At no time will a player on the bench if not in the lineup, be used as said runner (EXCEPTION), Runner for catcher.  The last batter out if not on the bases with two outs may run for the catcher only, Managers will see that said catcher will be suited up as fast as possible as not to hold up the game.

 

League Insurance:

 

            All leagues and teams who play in North County Baseball, no exceptions allowed, must carry adequate insurance. A copy of Insurance coverage must be summited prior to opening day by each Organization.

 

Fields:

 

            Home team will supply a safe playable field during the season, which will be determined by all leagues involved.  Home team will supply all balls and have the field lined before the start of the game, if a second game is to be played after the field was used earlier, time needed if necessary will be allowed at the desecration of the Umpire, to reline the field.

 

Umpires:

 

10 & UNDER

 

A.    In the 10 & Under league, leagues will use in house Umpires and the use of         only one is required. No Umpire bond will be required.

B.     Umpire fees will be set at $50.00 per game.        

           

12 & UNDER

 

A.    In the 12 & Under league, leagues will use in house Umpires and the use of only one is required, extra Umpires if used will be the sole cost of the home team.

B.     Umpire fees will be set at $55.00 per game.

 

14 & UNDER

 

A.    The 14 & Under will use The Chesapeake Baseball Umpire Association (aka CBUA). Fees will be $55.00 per umpire per game. Each team will pay one (1) umpire.

B.     All teams must post a bond of one game per team ($55.00 for 12 & Under, $110.00 for 14 & Under), before the start of league play.  If there are no forfeits during the season, checks will be returned to the organization.  If the bond money is used for any team, an additional check in the amount of one game fee must be given to the league within 5 days, or all games for that team will be forfeited.

 

Protest:

 

A.    All protest must be in accordance with Sporting News Rules as amended by Pony Baseball

B.     Teams filing protest must do so within 48 hours after the start of the game.  (Protest must be in writing accompanied by a check in the amount of $25.00 to North County Baseball and sent to:)

Notification by phone must also be done.  This will be for discussing the    protest only.  A committee of 3 impartial league representatives, chosen by the league commissioner will make the decision on the protest.  Their decision will be final, and as soon as possible.

C.     If the protest is valid and upheld, the game in question will be replayed from the point of the protest at the next date and field availability for both teams, as set by the league scheduler, and the full protest fee will be refunded.  At the time of the protest the Umpire must sign both scorebooks before play can resume.  Scorebooks must clearly show, where runner(s) were on base(s), how many outs, ball and strike count on batter, and who was at bat by name and number.

    

D.  If the protest is ruled invalid, the amount of $25.00 will be turned over to the

      North County Baseball League Trophy Fund.

 

Rain Outs:

 

A.    All games must be made up as set by the scheduler unless exception by the scheduler for a good reason is granted.

B.     Games rained out on a Monday, Tuesday, or Wednesday will be made up no later than Sunday of that week.

C.     Games rained out on a Thursday, Friday, or Saturday, will be made up no later than Sunday of the following week.

D.    The league scheduler will reschedule all rainouts or postponed games.

E.     NOTE:  All Games rained out must be called in to the  League Commissioner.

The League Commissioner must be called no later than ONE AND ONE

                        Half Hour before the start of the scheduled game.  Also the visiting

                        Team must be notified at this time.

 

F.      In the event no verification is made to the head Umpire and the visiting team prior to the start of the game, and the Umpires and visiting team show up, and the home team does not field 9 players, the home team will forfeit the game and pay the umpire fees.

G.    In the event that all are present, and the rain cancels the game before it can be started, that game will be rescheduled as prescribed above in sections B & C.

H.    In the event of G above, in the 14 & Under division(s), each team is to pay one umpire $28.00 for show up fee.

  

Area Clean Up:

 

Teams must keep their area around their dugout as clean as possible.  Put all trash   in the cans or in plastic bags.  

 

Vacate the Area:

 

If there is another game scheduled to be played after your game, please cleanup and vacate as soon as possible.

 

Rules Changes:

 

All rule changes will only be made with the majority vote of all the member of the league.

  

Suspensions:

 

            Unsportsmanlike conduct by any member of any team will not be tolerated for any reason.  Upon written verification by the Umpires and opposing team of the facts.  If found valid the person or persons involved may be suspended or expelled from the league for up to 5 games, based on the severity of the offense. Three (3) impartial league representatives will hold a hearing.  Automatic Suspension Rule 1 ejection, 1 game suspension, 2nd ejection 2 game suspensions, and a 3rd ejection, possible suspension for the remainder of the season.

  

Manager Responsibilities:

 

            It is the responsibility of each league in the North County Baseball League to assure that all their Team Managers have a working phone number where they can be reached.  This information must be given to the League Commissioner and Scheduler before the season starts by all the Commissioners/Managers of each team.

 

 Roster Limits:

 

 All Teams must turn in their roster before opening day.  May 24th is the cut off date for roster changes.  No player may be added to your roster after opening day without the approval of the league officials.

 

 Double Header Curfew:

 

            Where fields are affected by night curfews in the first game a new inning cannot start after 8PM, and in the second game no new inning can start after 10:15PM.

 

Team Forfeits:

 

A.      Forfeit time will be, 15 (fifteen) minutes after scheduled game time.

B.      Winning team must call in game results to the Hot Line Voice Mail Box 24/7 (410-760-5791) within 48 hours after game. Failure to do so could result in FORFEIT!!

C.      In the 12 & Under & 14 & Under League, the team that forfeits a game is responsible for paying all umpire fees for that game.

D.      Any team who forfeit’s three (3) games during the season may be released from the league and all future games may be forfeited.

 

 

Footwear:

 

NO METAL SPIKES WILL BE ALLOWED IN THE NORTH COUNTY  BASEBALL  LEAGUE.

 

 

NO CELL PHONES ON THE FIELD
